While
he was working for the welfare of the slum dwellers in his
constituency he had heard that poor people were being cheated in the
name of lottery trade. He soon found that the trade was controlled
by the Ruling Congress Mafia who was exploiting daily wage earners
by enticing them to spend their hard earned daily earnings in trying
their luck on lotteries. They were lured into fraudulent
get-rich-quick single-digit lottery system and the Congress
Government would justify making huge profits by way of tax earnings
to run their corrupt system of exploitation.For the first time in his life, Vijay Goel wept publicly when he heard the heart rending stories of the plight of the victims of the Lottery Trade who had lost everything in life and some had even ended up committing suicide.
Vijay Goel decided to launch a campaign against the lottery trade and launched the Lok Abhiyan. He not only raised his voice in the media against this exploitation but also went and personally met over a hundred of Members of Parliament and appraising of the situation got their written letters of support. He appealed to the then Hon'ble Prime Minister Shri Inder Kumar Gujral who agreed with Vijay Goel to check this exploitative malpractice and passed an Ordinance to the effect of Banning Single Digit Lottery System.
